ASSOCIATION BYLAWS OF THE “IKATAN PROFESI PULP DAN KERTAS INDONESIA” INDONESIAN TECHNICAL ASSOCIATION OF PULP AND PAPER INDUSTRY (INA-TAPPI)
ARTICLE 1. GENERAL REGULATION
Section 1. Definition
There are some profession definitions, but several key words which are jobs based on the specific skill and the reward upon the work done. The specific skill is obtained from systematic education and training which is standardized and certified.
ARTICLE II. NAME
Section 2. Name and Designation
1. The abbreviation name of the association should be written in capital letter consists of two words separated by hyphen: INA-TAPPI.
2. The association logo is enclosed in the Apendix which is unseparated with this Article’s Association and Bylaws.
ARTICLE III. PRINCIPLE AND THE ELABORATION OF VISION, MISSION AND GOALS
Section 3. Principle and State Ideology
Professionalism is the INA-TAPPI belief that should be admitted by all members with pondering of Pancasila (five basics) values, the state ideology
Section 4. Elaboration of Vision, Mission and Goals
The Executive Board elaborates the vision, mission, and goals of the association into working program action based on the Congress instruction and Profession Board direction
ARTICLE IV.ORGANIZATION ORGANISASI
Section 5. Elaboration of the Supporting and Related Industries
Supporting industries of the pulp and paper industry are raw material, chemicals, energy, and other utilities supplier including research and development institute. Whereas related industries for instance are industry of graphics, converting, stationary, et cetera
Section 6. Membership Status
INA-TAPPI admits of activate membership by registration
Section 7. Members Right and Responsibility
1. Members are participating in funding of the association operationality by paying of registration and annual fee or any others unbound donation
2. Profession ethical code is attached which is unseparated part of thIs Articles and Bylaws Association
Section 8. Configuration and Organizational Component
INA-TAPPI organizational structure is centralistic, with its job distribution is based on trias politica phylosophy of legislative, executive, and judicative
Section 9. Executing Board
1. The elected Executive Director is obliged to select and approve of his/her own organizational staff to ensure a harmonized cooperation during his/her presidency
2. Depatment formation should fit into at least the main task description from the Congress mandate directed by the Profession Council
3. INA-TAPPI organizational structure is mentioned in the Articles & Bylaws association Appendix as its unseparated component
Section 10. Profession Council
1. The function of Profession Council is to control the profession ethical code implementation of the INA TAPPI members
2. Profession council examines the Executing Board’s work program to be in conformity with the Congress Mandate and Council’s direction
3. If there is any delinquency on the Association Articles and Bylaws, the Profession Council has the right to conduct Congress Extraordinary Meeting for the Executing Board replacement
Section 11. Congress
The main function of Congress Secretary is to keep all information during the congress and its dynamics and to prepare the preestablishment Congress Drafts Sekretaris Kongres utamanya bertugas merekam semua dinamika yang berlangsung selama Kongres, dan menyiapkan konsep keputusan Kongres yang akan ditetapkan.
ARTICLE V. ORGANIZATIONAL FUNDING
Section 12. Finance
Financial accountability of the Executing Board must be submitted and presented to the Congress Meeting at the end of the executive term
ARTICLE VI. APPROVAL AND AMENDMENT
Section 13. Approval and Amendment of Association Bylaws
The approval and amendment of the INA-TAPPI Bylaws is conducted through Congress endorsed by at least 2/3 of the attended members
ARTICLE VII. INTERMEDIARY RULES
Section 14. Legality of the Beginning Executive
1. In the INA-TAPPI launching, the rules of the Articles on the Executing Board can not be fully conducted. Therefore, this intermediary rules is valid until the establishment of the elected Executiing Board in conformity with the Articles Association and Bylaws
2. The ”accountable legality’ is:
a. Legal validity of the association founding initiator can be traced in an official accomplishments
b. Assembly of the association founding represents the Indonesian pulp and paper stakeholders
ARTICLE VIII. CLOSING REGULATION
Section 15. Approval and Bylaws Validity
1. This Bylaws is INA-TAPPI Bylaws for the first board of the association
2. This Bylaws is valid since its establishment date

PROFESSION ETHICAL CODE OF INA-TAPPI
Preface
Professionalism principle which is admitted by the profession association members, should be based on the established good conducts and rules that is profession ethical code. The principle can also be used by public as a social control for the pulp and paper profession, and to prevent the external intervention upon the ethical relation in profession memberships. In response to those matters, the Indonesian pulp and paper professionals devise the ethical code as follows:
Section 1
Indonesian pulp and paper professionals should put forward integrity and profession pride through knowledge and skill deployment in order to lift up the human level and quality
Section 2
Indonesian pulp and paper professionals should be honest, altruistic, not racialist, and sincerely serve customers, employees, and public
Section 3
Indonesian pulp and paper professionals always develop their knowledge and capability in order to sustain the profession prestige and honor
Section 4
Indonesian pulp and paper professionals should only provide service based on the competency and develop the professionality reputation based on the appreciation for service quality offered
Section 5
Indonesian pulp and paper professionals should always consider the environmental impact and sustainable development in accomplishing their profession
Section 6
Indonesian pulp and paper professionals should put on the security works , health, and public safety
Section 7
Indonesian pulp and paper professionals should put priority on responsibility and task before rights and self interests
Section 8
Indonesian pulp and paper professionals should proactively improve and develop their competency, to hold highly esteem on working ethos, perseverance, and accountability

BAB 1 KETENTUAN UMUM
Pasal 1 PENGERTIAN
Banyak definisi tentang profesi, tetapi ada beberapa kata kunci yaitu pekerjaan berdasarkan keahlian khusus dan imbalan jasa atas pekerjaan yang dilakukan, keahlian khusus diperoleh dari pendidikan atau latihan yang sistematis, dan keahlian tersebut distandarkan serta disertifikasi.
BAB II NAMA
Pasal 2 NAMA DAN SEBUTAN
1. Singkatan nama organisasi harus selalu ditulis dalam huruf besar, terdiri dari dua kata yang dipisahkan menggunakan tanda hubung : INA TAPPI.
2. Logo organisasi tercantum pada lampiran AD/ART, dan merupakan bagian yang tak terpisahkan dari AD/ART ini.
BAB III AZAS DAN PENJABARAN VISI-MISI-TUJUAN
Pasal 3 Asas dan Ideologi Negara
Profesionalisme adalah paham yang harus dianut oleh segenap anggota
INA TAPPI, dengan mempertimbangkan nilai-nilai ideologi negara : Pancasila.
Pasal 4 PENJABARAN VISI-MISI-TUJUAN
Pengurus organisasi, menjabarkan visi, misi, dan tujuan organisasi kedalam Program Kerja operasional, berdasarkan amanat Kongres dan Arahan Majelis Profesi.
BAB IV ORGANISASI
Pasal 5 PENJABARAN INDUSTRI PENDUKUNG DAN INDUSTRI TERKAIT
Industri pendukung pada industri pulp dan kertas adalah para pemasok bahan baku, bahan kimia, energi, dan utilitas lainnya, termasuk lembaga penelitian dan pengembangan. Sedangkan Industri terkait, misalnya termasuk perusahaan grafika, industri konverter, stationary, dan lain-lain.
Pasal 6 STATUS KEANGGOTAAN
INA TAPPI menganut sistem keanggotaan aktif, artinya untuk menjadi anggota INA TAPPI harus melakukan proses pendaftran terlebih dulu.
Pasal 7 HAK DAN KEWAJIBAN ANGGOTA
Yang dimaksud berpartisipasi dalam membiayai operasional organisasi adalah, anggota memberikan uang pangkal pendaftaran, iuran tahunan, atau sumbangan-sumbangan lain yang tidak mengikat.
Kode Etik Profesi terlampir, dan merupakan bagian tak terpisahkan dari AD/ART ini.
Pasal 8 SUSUNAN DAN PERANGKAT ORGANISASI
Struktur organisasi INA TAPPI bersifat sentralistik, dan pembagian kerjanya berdasarkan falsafah trias politica : legislatif, eksekutif, yudikatif.
Pasal 9 PENGURUS ORGANISASI
Ketua Umum dipersilakan memilih dan menetapkan sendiri staf organisasinya, agar terjamin kerjasama harmonis selama masa kepengurusannya.
Departemen yang dibentuk sekurang-kurangnya harus mengambarkan penjabaran tugas pokok yang diamanatkan oleh Kongres dan diarahkan oleh Majelis Profesi.
Struktur organisasi INA TAPPI, tercantum pada lampiran AD/ART, dan merupakan bagian yang tak terpisahkan dari AD/ART ini.
Pasal 10 MAJELIS PROFESI
Majelis Profesi berfungsi mengawasi implementasi Kode Etik Profesi oleh para anggota INA TAPPI.
Majelis Profesi mengawasi pelaksanaan Program Kerja Pengurus Organisasi, agar tetap sesuai dengan amanat Kongres dan Arahan Majelis.
Bila terjadi pelanggaran berat terhadap AD/ART organisasi, Majelis Profesi berhak menyelenggarakan Kongres Luar Biasa untuk melakukan pergantian Pengurus Organisasi.
Pasal 11 KONGRES
Sekretaris Kongres utamanya bertugas merekam semua dinamika yang berlangsung selama Kongres, dan menyiapkan konsep keputusan Kongres yang akan ditetapkan.
BAB V PEMBIAYAAN ORGANISASI
Pasal 12 KEUANGAN
Pertanggungjawaban keuangan oleh Pengurus Organisasi wajib disampaikan kepada Kongres pada saat berakhirnya masa kepengurusan.
BAB VI PENETAPAN DAN PERUBAHAN
Pasal 13 PENETAPAN DAN PERUBAHAN ANGGARAN RUMAH TANGGA
Penetapan dan perubahan Anggaran Rumah Tangga INA TAPPI, dilakukan melalui Kongres dan disetujui sekurang-kurangnya oleh 2/3 anggota yang hadir.
BAB VII KETENTUAN PERALIHAN
Pasal 14 Legalitas Kepengurusan Awal
1. Pada saat awal berdirinya organisasi INA TAPPI, ketentuan-ketentuan Anggaran Dasar tentang kepengurusan, tidak dapat sepenuhnya dilaksanakan. Oleh karena itu diberlakukan Ketentuan Peralihan ini, hingga terbentuknya kepengurusan yang sesuai dengan AD/ART.
2. Yang dimaksud dengan ”legalitas yang dapat dipertanggungjawabkan” adalah :
a. Penggagas berdirinya organisasi dapat ditelusuri keabsahan tugasnya sebagai bagian dari suatu kegiatan resmi dan berkekuatan hukum.
b. Musyawarah Pendiri Organisasi mewakili para pemangku kepentingan pada profesi pulp dan kertas di Indonesia.
BAB VIII KETENTUAN PENUTUP
Pasal 15 PENGESAHAN DAN PEMBERLAKUAN ANGGARAN RUMAH TANGGA
1. Anggaran Rumah Tangga ini merupakan Anggaran Rumah Tangga INA TAPPI untuk masa kepengurusan awal organisasi.
2. Anggaran Rumah Tangga ini berlaku mulai saat ditetapkan.
